Is immigration a threat to Scottish Workers?
scotlandsoracle.co.uk
21.11.2008

Is immigration a threat to Scottish Workers? Are workers in Scotland and the UK as a whole being forced to take less secure jobs because of the competition provided by mass migration?

Professor David Blanchflower, a member of the interest-rate setting Monetary Policy Committee has posed the question in light of an influx of foreign workers which has damaged job security by increasing the number of temporary and short-term posts. He said the trend was leading to stagnation in long-term growth, with employers using migrants to avoid permanent contract costs such as pension contributions etc.

We can all see the evidence in the above scenario when go shopping or eating or phone for a plumber or joiner.  Shops, pubs, restaurants and other parts of the service sector are now almost entirely staffed by migrant workers.  It has not been lost on employers in all sectors of just how cheap migrant workers are and that their work is of a high standard.

But Professor David Blanchflower says that ‘there have been strong increases in temporary workers who can't find permanent jobs and part-timers who can't find full-time jobs. The number of self-employed has also grown at a rate that is clearly unsustainable'.

Employment figures reported show that the number of temporary workers in the UK has risen by 12 per cent in the past year, from 355,000 to 400,000.The number of permanent jobs created over the same period is a little over 1,000.

The professor's concerns came to light as unemployment continues to rise, with official figures showing that the number of unemployed people increased by 6,000 between July and September to 1.67million.  A spokesman for the Department for Work and Pensions said: ‘UK employment has reached record levels of 29.2 million. Of these, over 92 per cent of employees are in permanent jobs'.

Rural communities are 'struggling to adapt' to influx of migrants, says Charles charity
dailymail.co.uk
21.11.2008

Rural communities are 'struggling to adapt' to influx of migrants, says Charles charity Communities are struggling to adapt to 'unprecedented' levels of migration, one of Prince Charles's official charities warned last night.

Business in the Community  -  of which the prince is president  -  said there had been a staggering 186 per cent growth in non-UK migrant workers in rural areas between 2003 and 2007.

It said the migrants had brought a number of benefits, helping to boost the economy, and filling gaps left by Britons who 'prefer to remain jobless'.

But it warned of 'tensions' breaking out in some areas. The charity said migrants 'pose a number of challenges' in relation to community cohesion and the provision of adequate housing and services.

The study adds: 'While many urban areas have a history punctuated by waves of immigration into the community, overseas migration into rural communities on the scale currently experienced is an unprecedented phenomenon and one to which the local community is, in many cases, struggling to adapt.'

BITC was set up by the prince to mobilise businesses as a force for 'good'.

It set up a steering group to investigate the impact of immigration on the countryside, in the wake of huge numbers of Eastern Europeans arriving to live in rural areas.

In its paper, BITC's migrant worker integration group sets out a number of concerns about the impact of the influx. It says local services such as housing, healthcare, education and policing have 'all come under increasing pressure'. Issues include migrants living in crowded con-2007.

EurActiv
21.11.2008

ˇ introducerea unei proceduri speciale, bazate pe criterii comune, pentru admiterea in UE a cetatenilor din tari terte, cu scopul desfasurarii unei munci care necesita inalta calificare, pe durata a mai mult de trei luni;

Increzatori in oameni

In vreme ce romanii saraci indeplinesc doar doua dintre criterii, cei bogati bifeaza cinci, situatie care arata inclusiv disparitatile sociale, mult diminuate in vechile state membre.

300,000 are wrongly let into Britain each year
express.co.uk
21.11.2008

300,000 are wrongly let into Britain each yearUp to 300,000 visas allowing foreigners the right to enter Britain are wrongly handed out every year, MPs were told yesterday. The shock admission – from a senior immigration official – means that millions of illegal immigrants may have been let into the country. Home Office staff are under pressure to grant rather than reject visas to meet Labour’s productivity targets.
The figure renewed anger over Labour’s soft-touch border controls last night.

Senior Tories said the admissions “made a mockery” of the Government’s claims to be in control of immigration. Linda Costelloe-Baker, an independent watchdog of the visa system, laid bare the failings during a hearing of the Commons Home Affairs Committee yesterday.
She said around 15 per cent of short-term visa approvals were marred by errors. Nearly two million visas are approved each year, giving foreign nationals the right to come to the UK for six months, she said.  Embassies and consulates examine 2.4million applications each year from tourists, businessmen and people visiting relatives to check if they intend to leave after their visa expires.

They also check they have enough money to live in the country and are not looking for a job, she said. Around 80 per cent are approved. Ms Costelloe-Baker said officials considering visa applications found it much easier to approve visas than reject them.

Phil Woolas should blame his own department, not asylum lawyers
guardian.co.uk
20.11.2008

Phil Woolas should blame his own department, not asylum lawyersImmigration minister Phil Woolas tells the Guardian that most asylum seekers are economic migrants rather than refugees fleeing persecution, accusing lawyers and charities of "playing the system" ('You can't come in', November 18). But instead of scapegoating lawyers, he should be exercising humanity and sharpening up his department's decision-making. It is ministers that are playing the asylum system, and justice in Britain is at stake.

According to the Independent Asylum Commission, within the Home Office there is a "culture of disbelief" against asylum seekers. Woolas is leading from the front, acting as judge and jury when others have rightly been paid to do the job. Each case should be judged objectively on its merits, not general prejudice.

Woolas says: "One lady showed me the scars on her thighs from where the soldiers had raped her, so I know, but I cannot take a decision on that lady's behalf if I am fogged by cases that are misusing the law." The right decision can be a matter of life and death. Yet all too often asylum seekers are unable to get a lawyer, and the quality of Home Office decision-making is particularly poor. That is why there are so many appeals - and not, as Woolas claims, because "there is an industry out there [with] a vested interest".

The Refugee Legal Centre, the largest provider of legal representation to asylum seekers, wins 50% of its cases on appeal. Latest figures show that 43% of Eritreans and 42% of Somalis win their appeals against Home Office decisions. Quite apart from humanity and justice, the Home Office culture cannot be serving the taxpayer well. So, who really causes "more harm than good"?

Britain 'leads digital TV uptake'
BBC News
20.11.2008

Britain 'leads digital TV uptake' Digital television is spreading faster in Britain than in France, Canada, the US, Germany, Italy and Japan, according to UK communications regulator Ofcom. Research suggests that 86% of homes in Britain can now receive digital on their main set, while 30% have digital video recorders. Ofcom also says British consumers pay less than those in other countries for TV, mobile phones and broadband. The report also says people in Ireland send the most text messages.

The regulator found that last year the Irish spent an average of 179 minutes on their mobiles each month and sent nearly twice as many text messages as people in the UK.

High definition
The International Communications Market report looked at the spread of different technologies across the globe. It found that the US was leading the way on internet use, with Americans spending an average of just over 15 hours a week online.

The UK was second for surfing at just under 14 hours a week.

Immigration falls and set to decline further in recession
guardian.co.uk
20.11.2008

Immigration falls and set to decline further in recessionA decline in immigration is starting to accelerate as the recession bites, with a 36% fall in the number of Poles and other east Europeans coming to work in Britain recorded so far this year.

Figures published yesterday by the Office of National Statistics show that even before the economic slowdown, total immigrant arrivals in Britain were lower in 2007 at 577,000 than the 591,000 who came in 2006.

This was accompanied by a sharp fall in emigration from Britain - down 60,000 from a record peak of 400,000 in 2006 to 340,000 last year. Australia and Spain remain the favourite destinations for Britons going to live abroad.

This decline in the number of people leaving the country to start a new life abroad meant that the net migration figure - the difference between those coming in and those leaving the country for more than 12 months - for 2007 published yesterday rose by 46,000 to 237,000.

Meanwhile, the latest asylum figures show that applications to Britain rose by 12% this summer, with Zimbabwe, Afghanistan, Eritrea, Iran and Iraq the top five countries from which people were fleeing.

There were 6,620 new asylum applications between July and September, the fifth month in succession that the figure has risen.

The latest figures show that 28% of asylum seekers are being granted refugee status or humanitarian protection on initial decision, with a further 24% succeeding on appeal. A total of 2,415 people, including 55 children, are held in detention pending their deportation.

The Conservatives and anti-immigration groups yesterday seized on this rise in net migration to claim it as fresh evidence that immigration was out of control.

Non-European immigrants coming to Britain double in a year
telegraph.co.uk
19.11.2008

Non-European immigrants coming to Britain double in a year Figures published by the European Commission showed a marked slow down of immigration from Eastern Europe, down from 205,000 incomers to Britain in 2006 to 185,000 in 2007.

At the same time, the numbers of immigrants entering Britain from non-European regions, such as Asia, has risen sharply, almost doubling from 90,000 in 2006 to 176,000 people last year.

The Conservatives have seized on the latest figures to step up calls for an annual cap on the number of immigrants coming to Britain from outside EU countries.

Dominic Grieve, the shadow home secretary, said: "This is yet more evidence undermining the Government's claims that Conservative policy of having an annual limit on non-EU applicants will not bring immigration under control. The fact the Government refuse to wake up to the need for a proper, sustainable population policy make them part of the problem, not the solution."

The EU figures were published ahead of Government statistics, to be published today (WEDS), that are expected to reveal that immigration has swollen the population by 1.8 million people since Labour came to power.

Office for National Statistics population statistics for 2007 are predicted to show that the net number of migrants entering Britain has risen to 200,000 a year, the first time that net immigration - the number of incomers minus the number that have left - has risen since an influx of mainly Eastern European migrants in 2004.

Immigration figures to be unveiled
google.com
19.11.2008

Immigration figures to be unveiledImmigration statistics for the UK are to be released and are expected to show net migration into the country has risen to 200,000 a year. Immigration Minister Phil Woolas has said the population should not exceed 70 million. The Home Office said its new points-based system allows only those migrants with the required skills to come in to the country.

The Tories have called for a cap on the number of immigrants allowed in from outside the EU. If, as expected, migration figures top 200,000, it will mean immigrants have added 1.8 million to the population since Labour came to power in 1997. That year net migration was 50,000.
In 2006 the Office for National Statistics said net migration stood at 190,000.

The Organisation for Economic Co-operation and Development said earlier this week that migrants should be protected during the the recession. The group said newly arrived workers should get quick access to the labour market.
The Government has also been urged to lift restrictions on workers coming in from two eastern European countries.

Holyrood to vote against ID cards
BBC News
19.11.2008

Holyrood to vote against ID cards The Scottish Parliament is expected to vote decisively against the introduction of ID cards later. However, the policy is reserved to Westminster and the first cards will be issued this month to foreign students entering Britain. It is planned to make them available to everyone in the UK by 2012. An SNP motion condemning ID cards as an expensive invasion of civil liberties is expected to be backed by all parties, except Labour.
The Scottish Government has rubbished the plan, claiming the UK-wide scheme would cost £5bn, but would not boost security or deter crime. The Tories, Liberal Democrats and Greens are expected to back the SNP's position, during a government-led debate in Holyrood.

Labour attacked ministers for debating an issue reserved to Westminster.

Leadership 'failure'
Scotland's public safety minister Fergus Ewing will argue that ID cards will do nothing to fight crime or improve national security and would have serious implications for the civil liberties of ordinary citizens. The first biometric cards are being issued to students from outside the EU and marriage visa holders this month, before being issued on a voluntary basis to young people from 2010 and for everyone else from 2012.

High-Tech Team Helps Cheaters Pass Immigration Test
wired.com
18.11.2008

High-Tech Team Helps Cheaters Pass Immigration TestTwo British residents were sentenced to jail last week for using an array of computers and wireless gear to feed answers to paying clients taking an immigration test in London, according to the Metropolitan Police.

Rong Yang, 28, and her partner Steven Lee, 36, aroused suspicion when they parked outside the Wimbledon library in March, and a passer-by noticed wires running from under the hood of the car to the passenger compartment.

Police searched the vehicle and found it packed with laptops, radio transmitters and receivers, and other equipment. Also in the car with Yang and Lee was 52-year-old Ka Hung Pang, who'd taken his immigration test inside the library earlier in the day. The Metropolitan Police website continues:     Initially it was thought the equipment was being used as part of a cash machine fraud, while those in the car claimed it was used to watch Chinese television channels. However, as officers were leaving the scene to take the three people to the police station a fourth man, [Ed] Zhuang, arrived.

Officers stopped and questioned Zhuang. When taken back to the station, CID officers found out that Lee and Yang had been helping him with his immigration "knowledge of life" test. They had supplied him with a shirt fitted with tiny buttonhole cameras sewn in, a microphone and a small earpiece.

Zhuang explained the pair would help the person taking the exam, who may be unable to speak, read or write English, directing them via the earpiece to move their body so the camera could view the exam paper. This is then transmitted back to Lee and Yang who would tell the person taking the test which box to tick.

Migrants boost UK population by 1.8million... and leading thinktank insists they need extra rights
dailymail.co.uk
18.11.2008

Migrants boost UK population by 1.8million... and leading thinktank insists they need extra rightsImmigration has swollen the population of Britain by 1.8million since Labour came to power, according to Government statistics.

Ministers are braced for new demands for a cap on the number of arrivals from overseas in the wake of the figures.

These will show that net migration  -  the number of people arriving in Britain, minus those leaving  -  hit 200,000 last year.  It will take the total increase in population attributable to net migration to around 1.82m in 11 years. The level of net migration, which stood at less than 50,000 a year in 1997, has increased four-fold since Labour was elected.

The figures from the Office of National Statistics, to be released tomorrow alongside a raft of Home Office immigration statistics, will leave Britain firmly on course to have a population of 70million by 2031.

New immigration minister Phil Woolas has insisted the 70million milestone will not be reached.

The new ONS net migration total is an increase on 2006, when the figure was 190,000.

Shadow Home Secretary Dominic Grieve said: 'These estimated figures betray a Labour Government that is not in control of immigration policy. Immigration can be of real benefit to the country but only if it is properly controlled.

'They should answer our call to establish an annual limit on non-EU immigration, transitional controls on future EU immigration and to establish a dedicated UK Border Police force.'  Yesterday, an international organisation, which receives funding of £25million a year from British taxpayers, demanded increased rights for migrants living here during the economic downturn.

The Organisation for Economic Cooperation and Development said the Government should try to employ more migrants in the public sector.

In paralel, numarul masinilor second-hand intrate in Romania a crescut simtitor, dar in niciun caz la valori alarmante.

In plus, dupa cum arata

Downgrading Romania’s rating was unjustified, argues BCR chief economist Anghel
financiarul.ro
18.11.2008

Downgrading Romania’s rating was unjustified, argues BCR chief economist AnghelChief economist Lucian Anghel of Banca Comerciala Romana (BCR) believes the Standard&Poor’s and other financial rating agencies having downgraded Romania’s ratings is unjustified because of the country’s macroeconomic performance compared with the performance of other emerging countries.

Anghel points to an economic growth of 8.3% in 2008, up from just 6% in 2007, and to fixed capital formation, which advanced 29.5% in 2008, year on year, up from 28.9% in 2007.
The BCR chief economist anticipates a slowdown in Romania’s economic growth in the remaining part of the year as a result of the world credit crisis.

“Given that the financial crisis will trigger narrowing current-account surpluses of the large oil exporters and the exporters of highly technological products globally, the emerging countries, including Romania, are expected to witness a narrowing of their current-account deficits as a ratio to the Gross Domestic Product,” Anghel explains.

2008 should see the beginning of a gradual correction of the current-account deficit, a trend that is likely to go on for many years, says Anghel.
Anghel also says inflation could reach only 6.2% in 2008 year on year, because there are various short-term factors able to fuel the deflation prices.

The BCR chief economist also foresees a plummeting in the non-governmental credit particularly as far as forex loans are concerned.
For 2009, Anghel foresees successive cuts in the monetary policy rate of the National Bank of Romania (BNR), cuts that should be visible as early as the next first half year.

O decizie finala a Guvernului este asteptata in aceste zile.

Bogdan S. are 38 de ani si a venit de 4 luni in Irlanda.
