Key targets in the Welsh Assembly Government's flagship health plan have been missed, BBC Wales has learned. Milestones in as many as 10 areas such as bed blocking, bowel cancer screening and reductions in waits for heart surgery, had not been met by April. Launched in 2005, Designed For Life is a 10-year strategy with specific annual targets. The head of the NHS in Wales said the overall picture was of major improvements in the health service. BBC Wales' Dragon's Eye programme examined the targets set for the end of March and found that waits for heart surgery are currently 36 weeks, which is around nine months, when they should be three months.
This wait has been reduced from 72 weeks and is due to reach 26 weeks by December 2009.
Another target missed by the Designed for Life plan is that all heart patients should be seen by a consultant within 24 hours. The assembly government said it was still working towards developing services that would deliver this. All patients eligible for cancer screening should be offered a screening, according to the plan.
But it was found that although breast and cervical cancer screening programmes are in place and are almost on target, a bowel cancer screening programme is still only in the planning stages.

England may boast one of the world's largest cities and can claim to have some of the most beautiful countryside on the planet, but that was not enough for it to escape a scathing appraisal in one of the world's top travel guides. The Rough Guide to England has dealt the nation a damning blow, lambasting its celebrity-obsessed culture and labelling English people as "insular, self-important and irritating".
It describes the country as: "A nation obsessed with toffs and C-list celebs," and goes on to say that political debate on issues such as immigration, Islamic terrorism and street crime is "served up with liberal dollops of celebrity chit-chat. Even the world's most remote communities are on first-name terms with its princes, footballers and pop stars."
It also suggests that the country is suffering from a "national identity crisis" but does reserve some praise for the humour: "The English are devoted to sarcasm on a gigantic scale. Often mistaken as coldness or hostility, the warmth [of the English] is in the humour, a sort of national solidarity that is bred in the bone."

UK Immigration Authorities are scrapping the Work Permit Scheme which has been in place since the 1970's in favour a scheme which requires employers to obtain a licence before being allowed to employ any new overseas nationals. The problem is the UK Authorities don't have the resources to issues the licences.
In a recent survey conducted by www.globalvisas.ca of 3,000 businesses contacted within the UK less than 10% were aware of the new UK Immigration sponsorship requirements and were completely shocked to discover what it means to them and how it will impact on their business. Just the amount of work required to qualify for a licence will place a real burden on many small businesses; while larger organisations may require hundreds of licences to cover all their separate regions and departments.
However, to make the issue a lot worse www.globalvisas.ca have learned from a Home Office Border and Immigration Authority (BIA) insider that they do not have the resources to run the new system. Their plan (so far) is to limit the issuing of licences to the first 60,000 organisations who apply. This will clearly have a massive impact on the majorities of companies in the UK.

Almost half of Scottish households will have only one adult living in them within 25 years, new research has predicted. Figures published by the registrar general said the number of single-adult households would rise from 809,000 to 1.2 million by 2031 - 44% of the total.
The study said the number of households in Scotland had increased dramatically over the past 15 years.
It predicted the ageing population would cause the trend to continue.
Registrar General, Duncan Macniven, said Scotland's population had increased by only 34,000 since 1991.
But he added: "The number of households has increased at a far greater rate, by over 250,000, because the average household size is getting smaller, as more people live alone and in smaller households.
"This trend is predicted to continue. Over the next 25 years, the number of households is projected to increase by almost a fifth to 2.7 million - an average of 17,600 additional households per year."

Banca Centrala Europeana a decis joi mentinerea ratei de dobanda monetara la 4%, a declarat un purtator de cuvant al BCE citat de AFP. Decizia este conforma asteptarilor pietei, in conditiile in care membrii consiliului bancii au considerat ca riscul unei inflatii ridicate este mai mare decat temerile legate de incetinirea cresterii economice din zona euro.
Presedintele BCE, Jean-Claude Trichet, urmeaza sa explice aceasta decizie consiliului guvernatorilor bancilor nationale din zona euro, reuniti la Atena. Potrivit AFP, asteptarile sunt ca Trichet sa avertizeze din nou asupra riscurilor puternicelor presiuni inflationiste preconizate de economisti. Preturile de consum au crescut in zona euro cu mai mult de 3%, depasind limita acceptata de BCE (ceva mai putin decat 2%).
In plus, se asteapta ca presedintele BCE sa vorbeasca despre amenintarile reprezentate de derapajului preturilor la alimente, ca urmare a maririlor salariale din zona euro. Pentru Banca Centrala Europeana lupta contra inflatiei este o prioritate absoluta. Cresterea mare a preturilor - cauzata de pretul ridicat al petrolului si explozia celui la alimente - se resimte asupra consumului, in luna martie vanzarile de bunuri scazand cu 0,4%.

LONDON: Foreign workers not belonging to the European Union (E.U.) and wishing to migrate to Britain must show that they already earn the equivalent of more than £24,000 a year in their own country and have skills that Britain needs in order to qualify for a job permit, the government announced on Tuesday as the second phase of its contentious points-based system came into force.
The move is aimed at restricting entry of non-E.U. foreign workers as part of what the government described as the “biggest shake-up” of Britain’s immigration rules in 45 years. Immigration Minister Liam Byrne said: “Our new points system means that British jobseekers get the first crack of the whip and that only the skilled migrants we actually need will be able to come.”
He said the aim was to make sure that the numbers of foreign workers, allowed to come in to the U.K. were “in line with the needs of business and the country as a whole.” While the first phase — introduced on February 29 — affected highly-skilled people such as IT professionals, financial experts and entrepreneurs, Tuesday’s announcement would apply to skilled workers including chefs, builders and plumbers etc.

Cancerul ramane o cauza importanta a pierderii de vieti umane in Europa. In fiecare an, doua milioane de europeni se imbolnavesc de cancer si un milion de persoane din Europa isi pierd viata din cauza acestei boli. In ciuda tratamentelor avansate si a masurilor preventive, cancerul devine epidemic. Pe 9 aprilie, in plen, un deputat european va adresa Comisiei o intrebare legata de combaterea acestei boli in UE. Conform Organizatiei Mondiale a sanatatii, o treime din cazurile de cancer ar putea fi prevenite. Insa doar 3% din bugetul dedicat sanatatii in statele din Organizatia pentru Cooperare si Dezvoltare Economica este dedicat prevenirii in momentul de fata.

„Mie imi este clar ca multe decese ar putea fi prevenite in UE prin eficientizarea si extinderea screening-ului si prin ameliorarea sistemului de schimb de experienta in domeniu“, sustine deputata europeana Liz (Elisabeth) Lynne (Grupul Aliantei Liberalilor si Democratilor pentru Europa, Marea Britanie), co-presedinta si co-fondatoare a grupului „Deputatii europeni impotriva cancerului“, care a propus, printre altele, si imbunatatirea campaniei de informare a publicului in legatura cu beneficiile screening-ului.

Opt tari din UE ajung in fata Curtii Europene de Justitie pentru ca nu recunosc diplomele obtinute in Romania si Bulgaria Comisia Europeana a decis trimiterea in fata Curtii Europene de Justitie a opt state membre ale UE pentru ca nu recunosc diplomele de studii obtinute in Bulgaria si Romania. Este vorba despre Austria, Cipru, Belgia, Franta, Grecia, Irlanda, Luxemburg, Spania, tari care ar fi trebuit sa isi modifice legislatia odata cu aderarea Romaniei si Bulgariei la Uniunea Europeana, la 1 ianuarie 2007, transmite Radio Romania Actualitati.
Inca de anul trecut, Comisia Europeana a trimis acestor state, in doua randuri, scrisori de avertizare, insa niciuna dintre tarile vizate nu s-a conformat cerintelor. Executivul european isi motiveaza decizia prin faptul ca romanii si bulgarii sunt discriminati atunci cand doresc sa ocupe un post sau sa isi continue studiile in strainatate. In motivatie se arata ca cetatenii celor doua state au intampinat dificultati la angajare si de foarte multe ori acestia au fost respinsi, desi aveau calificarea necesara.

The Muslim population in the United Kingdom may now number as many as 2 million, the home secretary, Jacqui Smith, disclosed yesterday during an official visit to Pakistan. The last published official estimate of the size of the Muslim community in Britain was 1.6 million, based on the findings of the 2001 census. The updated Whitehall estimate confirms the position of Islam as the second largest faith community after Christianity, and means that Muslims now make up 3.3% of the UK population.
The 400,000 increase in the size of the Muslim community in less than seven years demonstrates its position as the fastest growing faith community in Britain, and also reflects the age structure of the community, with more than one-third under the age of 16 at the time of the 2001 census. Outside London, Pakistani Muslims make up more than 43% of the community, with Bangladeshis accounting for 17%, and those from India at 9%. In London, the Muslim community is more evenly split between Pakistani and Bangladeshi Muslims.
Smith, who was making a speech in Islamabad which highlighted Anglo-Pakistani counter-terrorist cooperation, stressed the Muslim contribution to British society. She quoted a new estimate of 10,000 Muslim millionaires in Britain and an overall community contribution of £31bn a year to the economy. Smith is the first British minister to visit Pakistan since the assassination of Benazir Bhutto and the elections in February and is holding ministerial meetings on counter-terrorism and immigration.
